Belisario Porras

Partner of Patton, Moreno & Asvat, specializing in Maritime Law, Ship Finance, Corporate Law, Commercial Law and Banking Law, he co-heads the Shipping Department of the firm.   He has more than 20 years’ experience in handling the maritime and corporate interests of top ship owning companies, ship managers, international banks and financial institutions from several different jurisdictions of Europe, United States, Middle East, Asia and Latin America.  Providing assistance to clients from the firm's Panamanian head office as well as from its branch office in London when required under an annual basis, he additionally serves as partner in charge of the Belize branch office.

He obtained a Bachelor Degree in Law and Political Sciences from Universidad Santa Maria La Antigua of Panama; an L.L.M. in International Banking Law from the Boston University Law School; a Master in Diplomacy and International Relations from Universidad de Costa Rica, Instituto Manuel María de Peralta;  an International Diploma in Negotiation, Treaties and International Trade, from Universidad de Santiago de Chile; and he also attended the Program of Instruction for Lawyers- Negotiation Workshops at Harvard University Law School.
 
He has authored the “Trends and Developments” section of the Chambers Global Practice Guide for Shipping Law, Panama Chapter since 2018.  He has served in several law drafting commission as: Law 56 of 2008, General Law on Ports; and Law 50 of 2017 on Shipping Financing Law.
