Carlos E. Rubio
Attorney
Carlos has more than 15 years of experience, and he specializes in Civil and Commercial Litigation, representing clients from several industries in lawsuits for damages, lawsuits for breaches of contracts, commercial lawsuits (corporate disagreements), and in Labor Law matters.
Throughout his career he has held public positions among which are the Minister of Government (2018-2019), Vice Minister of Government (2017), Minister of Labor and Labor Development in charge (2018) and Deputy Director of the Institute for Training and Use Human Resources (IFARHU) (2014).
He participated in the creation of laws and analysis of legal projects such as: Law that reforms the Panamanian notarial system; Law that creates the Humanitarian Hub; Law that creates the civil protection career; Law that reforms the community justice of Peace; Civil Aviation Law, the latter presented during his administration as President of the Board of Directors of Civil Aeronautics (2019).
Carlos has been a Professor of Introduction to Law at the Universidad Interamericana de Panama, since 2020. Also, he has the suitability to exercise the position of magistrate of
the Supreme Court of Justice since 2019.
Graduated from the Universidad Santa María La Antigua (USMA), School of Law; Carlos has also a Master's Degree in Procedural Law from the Universidad Latina de Panamá and a Diploma in Social Market Economy, awarded by Universidad de Cervantes and the Konrad Adenauer Foundation, Santiago, Chile. He also obtained a Ph.D. in Political Science from Bircham International University.
