We are pleased to announce that our Partner, Nadya Price, has authored the Panama chapter of the International Shipping Finance & Law Review 2025/26, published by Beaumont Capital Markets.
In this edition, Nadya provides a detailed analysis of the 2023–2025 reforms shaping Panama’s maritime and ship-finance framework, including:
the introduction of the Panama Flag Pre-Check as a mandatory pre-registration eligibility review;
Panama’s ratification of the Beijing Convention on the Judicial Sale of Ships;
stricter technical standards and 15-year age limits for oil tankers and bulk carriers;
robust enforcement on sanctions and shadow-fleet activity, with 247 vessels de-registered in 2024;
the launch of the Electronic Vessel Registry (REN) for digital registration of titles, mortgages and liens;
enhanced No-Objection Letter requirements for fishing vessels;
and the integration of IMO D-2 ballast water compliance into registry practice.
