Panama Introduces New Working Holiday Visa for Young Foreign Nationals
A new immigration category allows eligible young travelers to combine temporary residence in Panama with authorized short-term employment.
Panama has introduced a new Short-Stay Visa for participants in the Working Holiday Program through Executive Decree No. 21 of October 13, 2026, published in the Official Gazette on October 14, 2026.
The new visa is available to nationals of countries with which Panama maintains valid bilateral Working Holiday agreements, establishing a framework for cultural exchange and temporary employment.
Eligibility and duration
Applicants must be between 18 and 30 years old at the time of application. The visa allows a stay of up to 12 months, without extensions. Participants must leave Panama upon completion of the program and cannot change their immigration category.
Employment authorization
Visa holders may engage in temporary employment, subject to obtaining the corresponding work permit from Panama's Ministry of Labor and Workforce Development (MITRADEL).
The visa does not independently authorize employment. Permanent employment and access to permanent residency are restricted under the new framework.
Application requirements
Applications must be submitted in person to the Special Projects Office of the National Immigration Service. Supporting documentation includes proof of participation in the Working Holiday Program certified by Panama's Ministry of Foreign Affairs, evidence of financial means, medical insurance covering the entire stay, and the required identification and background documents.
What this means for applicants and employers
The new framework expands Panama's immigration options for eligible young foreign nationals. However, participation remains subject to applicable bilateral agreements and compliance with both immigration and labor authorization requirements.
For employers considering engaging Working Holiday participants, verification of eligibility and work permit requirements will be essential before employment begins.
