Panama introduces a special passport for permanent residents under the Qualified Investor category

Panama continues to elevate its position on the global investment map with the approval of Law 493 of 2025, introducing a special passport for individuals who obtain permanent residency under the Qualified Investor category. Once the implementing regulation is issued, this document will carry the same validity as the underlying residence permit, serving as a streamlined form of identification and mobility under Panamanian jurisdiction, without replacing the holder’s primary passport or granting nationality.


This new layer complements an already robust residency-by-investment framework, which offers multiple pathways: real estate investments starting at US$300,000.00, regulated securities from US$500,000.00, and bank term deposits from US$750,000.00, all requiring a five-year holding period. With this initiative, Panama reinforces its role as a stable, well-connected, and strategically positioned hub for international investors, families, and entrepreneurs seeking a long-term presence in the region.
